Council Votes to Merge Utilities Operations with Toho Water Authority

In a move that’s expected to lower water rates for most St. Cloud customers, St. Cloud City Council has voted to merge utilities operations with Toho Water Authority. The agreement is not a sale of the utility, but rather solely gives Toho operational responsibilities. 

 Council Member Kolby Urban made the motion to approve the plan.

 “When I ran for this position, water was a major issue,” he said. “My bottom line is, if we don’t approve this, the rates are going to have to go up; that’s just a fact. I believe in making sure our taxpayers are being taken care of.”

 Deputy Mayor Linette Matheny seconded the motion, saying she has looked at the issue from all perspectives. “I wanted to make sure our employees are being taken care, and they are. I wanted to make sure (Toho) was going to continue to make our water quality issues a priority…and they are. 

 “I’ve been questioning for years how we are going to afford” the capital projects the City will need, Matheny said. “With this deal, $32.5 million of debt goes away; that’s unheard of. If we don’t do this, our rates are going to go through the roof. The city just can’t afford that.”

Mayor Nathan Blackwell also expressed support. 

 “I believe this is good for our city residents,” he said. “We’ll still be able to provide quality service. It’s good for our employees, and it’s certainly financially advantageous to the city.”

 Toho Executive Director Todd Swingle said he is confident the agreement has long-term benefits for both utilities. 

 “It’s a win-win to further strengthen our existing partnership through this agreement,” Swingle said. “Toho would like to thank City leaders for their vision and confidence.” 

 Under terms of the agreement, most residents (76 percent, according to Toho projections) will see lower rates. Toho will retain all St. Cloud Utilities employees with a minimum annual salary increase of $2,000. St. Cloud will have two voting members and one non-voting ex-officio member on the Toho Board of Supervisors. The agreement also adds redundancy to each utility’s systems and improves the ability to more effectively plan for future water resource needs.

ST. CLOUD CARES UTILITIES ASSISTANCE PROGRAM

Toho Water Authority (Toho) in partnership with the Osceola Council on Aging (COA) has the St. Cloud Cares Program to provide financial assistance to St. Cloud utilities customers who are experiencing financial hardships. For water, backflow, or sewer concerns, Toho Water Authority should be contacted first at 407-957-7344 prior to plumbing contractors to evaluate if the service of a plumber is necessary. If a plumber is contacted first, Toho Water Authority will not assume responsibility for incurred costs.
